On android phones it's a setting. Check under Notifications -> advanced settings -> wireless emergency alerts -- nm

I didn't hear any speaking, just the tone. I did dismiss it rather quickly though. -- nm

Mine didn't but I dismissed it quickly. Then it went off again that time I didn't realize it was my phone, and then it started speaking in Spanish.
