I'm dumb. The article lays out that shoplifting hasn't increased in those areas. So *why* are they actually closing those stores?

The best the article can offer - as best as I can tell - is "we have too much inventory", but then how does that not fly in the face of them opening new stores nearby? Is it just that their leases are too expensive? Their employee costs are too high?
