So he’s well within his rights to stop it as he sees fit.

I agree; he was likely worried that that would be the case. My take is that his worries should not materially impact on the result of the game. -- nm

My assumption would be that if he thought the team starting a fight was doing so to end the game, then he wouldn't end it.
