Sure, there is time on installation end, but also it takes time to order a part, put it into their inventory so that they can sell it to you. And -- (edited)

They have to also deal with the financial aspect - PO, paying an invoice, etc. Paperwork, always paperwork.
It all needs to be documented for tax reasons, etc.
