how about applying that 'well regulated militia' part back. make people join a group, make that non profit group be financially responsible

and sure there will be plenty of scam groups, outright neo nazi militias but we will know about them much better, they'll be card carrying members of a 'hunting' society.
but if they can't get insurance coverage, they'll be far more curcumspect about who they let have a gun.
yes there is be racial discrimination ... on a massive scale, but there will be other groups to join.
