This is another one of the ways that history is repeating itself from the comics.
Since plans change, and it takes time and massive amounts of money to create movies and television series, we have plenty of characters in limbo. I know what the plans had been, but Feige has used the last few weeks of the strike to evaluate what wasn't working.
Loki season two went perfectly, and part of the explanation is that it didn't need reshoots. Marvel has grown too reliant on them.
