I mean, they've had a whole 3 launches this year. SpaceX has launched 81 times this year. I don't like any launch provider

Having a monopoly, but ULA is barely putting in the effort.
Responses:
They've been kind of kneecapped by the delays in the Vulcan launcher which are directly tied to delays with the BE-4 from Blue Origin

I'm just surprised ULA can't or won't develop its own engines. They're relying on Russian engines, Blue Origin, and surplus shuttle boosters.

It might come from the plane based origins of the two partners that make up ULA. Neither Lockheed nor Boeing have made aircraft engines for -- (edited)

Are they doing any of that in your IM? I mean, SpaceX has been launching regularly for 13 years, so what's ULA's excuse
