Are they doing any of that in your IM? I mean, SpaceX has been launching regularly for 13 years, so what's ULA's excuse

This is very much hubris on ULA's part. "We've been doing this forever. They can't catch us, and certainly can't beat us."
Ditto traditional car manufacturers and Tesla. Musk is a horrible human, but he recognized two industries that could be upended and those two industries still aren't taking the competition seriously.
