Hamas. Israel has to have security and a party on the other side that will hold up its end. They need to prop up the Palestinian Authority, but they have to cut out their corruption and have a plan. More moderate Arab states have to play a part and help them rebuild and hold them accountable. Netanyahu is a terrible person and has been a plague on Israel's government, but part of the reason he exists is because there has never been a Palestinian leadership that could be a reasonable partner.
