Reagen, or anyone else chem-smart, doesn’t regular hydrogen peroxide turn into water soon after water is added to it?

or it’s exposed to air, light, or heat?
asking as I’ve recently seen it recommended as an addition to some homemade cleaning products and to keep some cut flowers going longer. I thought that extra O was released pretty fast.
googling didn’t bring quite what I’m after here.
