essentially, teams werent allowed to loose more than $x during a 3yr window, Everton lost 3 times that amount, an "independent group"

determined that if you backed out things, and also gave them a gimmie because 1.5 seasons in that period were pandemic affected, they still lost basically $20mil pounds over the limit, and for that reason and whatever else, they gave them a 10pt hit.
Now Everton admitted that they did wrong, which is why the case got resolved "quickly". Everton supports will not that Man City also has allegations of doing wrong, but not the same type of wrong (didnt lose too much, may have had improper dealings with related parties) but Man City has consistently stated it did nothing wrong, and therefore that is going to take years to resolve. Chelsea's new owners did note when they bought the club that the previous owners may have done some shady deals, and they set aside money as part of the purchase to pay those fines.
Everton seems to be the worst off because they admitted guilt and were the first ones hit. All of this stems from the League trying to show it can enforce rules, so that the English Government doesnt create a monitoring organization for the league.
