Generously, there were THREE different conspiracies involving the Home Secretary:

- Kompromat compiled by the Home Office to discredit the P.M. so the Home Secretary could take his job.
- Embarrassing the Home Secretary during a speech so she couldn't run for P.M.
- Mobsters wanting to kill her so she couldn't pass her spying bill.

That's not even including all the additional little side quests. That was a bit much, but I suppose the confusion was the point.
