That would be a tough call.

Convicted of a major crime? Grounds for expulsion.
Under investigation for major crimes? There are a bunch of other tools available: censure; reassignment or removal from committees; etc. etc.
Makes that dividing line razor thin though. The report the House Ethics Committee released was just something else.
