The reason Twitch can’t make it work in Korea is because by law, “senders” (the service) have to pay for traffic as well as “viewers” (that’s us)

The more something is consumed, the more the provider - like Twitch, or say, Netflix - has to pay the ISP, while you too - the consumer - have to pay the ISP for that same traffic. ISPs are double dipping on the traffic. Are they making twice as much money, or are they doing this to keep their prices for consumers down?
