I think the expectation here is 60% of working days monitored over a four-week period.

Not sure how they handle fractional days as a result of holidays, etc. changing the denominator.

We're currently mildly encouraging people to come in twice a week between T-Th. Next year the plan is to make it "mandatory" to come in on Tuesdays.

Yeah it's basically, "We can't risk someone taking advantage so everyone is punished" mentality. Government work is basically a giant daycare.
