I blame the organization as much as the employee. NO employee should be able to rack up that much cc charges over that time frame and not be flagged.

When I used to have a company cc in the past, we had to document every month and required like three levels of approval. I get that the employee in the article is high up, but I find it hard to believe that there were no internal controls for that amount and and type of charges.
