I mean not entirely how it works. Russia is pretty strict on royalties and foreign control of mineral assets.

and minerals aren't like oil. make a discovery tomorrow (which is by no means easy or guaranteed) and best case you have a mine in 5 years. typically more like 7-10. plus all of the industry around the extraction (contractors, machinery, labour, etc.) is all going to be Russian, and the end product was almost certainly getting exported to China anyway.
