Some part of Cali would easily do it. Was reading about Huntington Beach today, those nut jobs elected Tito Ortiz to City Council.

Maybe it's some Govenor switching parties and aligning with Texas and even the citizens are against it.
Or maybe an attack from Mexico (or by someone else coming through Mexico) along the border that majorly affects Texas and California causing them to split in order to protect their borders since they feel the US failed to do it.
