the hdmi cable works fine when plugged into the dock, but I could grab another to check. I also found some stuff online suggesting a 4K dongle

and some stuff suggesting that surface laptops have trouble with non-surface docks for external monitors.
I just tried my home laptop and it connected to the old dongle no problem....
I may just be stuck with my crap docking station.
