*shrug* pitch him like once a month until the last month of the season. To the Dodgers, playoff wins are literally priceless

Note this isn't to say that what they're doing is 'right', it's just my lame explanation to explain their seemingly inexplicable actions
At the same time, for all the surrounding stuff and kind of intangibles, I think the Othani contract kind of makes some sense.
It would have more sense for the Angels with their gap in average attendance and capacity but......"kicks a rock"
