Loyalty only goes so far.
In the US Trump's cronies are turning on him to save themselves from jail. In Russia, Putin will eat a bullet or skydive without a parachute when he becomes a threat instead of a means to access power.
Public support isn't high, there's just no way to express it in an authoritarian state without risking being disappeared.
