House Bill 2002 establishes a right to make decisions about an individual’s reproductive health, allows any person to bring civil action against a public body to enforce this right, and requires health benefit plans to cover gender-affirming treatment, state officials said. Oregon officials also said the bill also bars malpractice insurers from taking adverse action against health care providers for providing reproductive health or gender-affirming care services that are legal in the state.
