Both were caused by the ref missing who reported.

He thought 70 reported, then lined up as if he hadn't. That made it an illegal formation because of where 70 was lined up. The other was on 68 for illegal touching as the ref thought he didn't report. If the ref had it right about 68 reporting then neither would have been a penalty.
