We have this issue in Richmond. People on 95 look at it through town and go straight on instead of the bypass because it looks shorter.

Bypass - 4 lanes, 70mph, never any traffic.
In town - a million merges, narrowing, slowdowns, and daily wrecks (half caused by people who won't use the bypass).
