Chicago has put in place new laws that require 48 hours notice from the bus companies. So the bus companies started dropping them off in the suburbs.

No notice. No way to get to the city (the suburbs tried to arrange train trips). Occasionally they just dropped them at rest stops in rural areas. Now the suburbs are enacting laws requiring 48 hours or the bus can be impounded and possibly criminal penalties. Then Abbot chartered a plane to Rockford. All the city is asking for is some coordination and notice. We have a real struggle with the numbers, especially with them now coming during winter and it’s not easy to find shelter (we have about 25,000 here now). It’s really tough. The federal government really needs to help the cities here. And Abbot should be in jail. I’m sympathetic to them being overwhelmed down there, but he’s doing it to be intentionally cruel.
