It kind of was? An operator of the Max 9 can opt to not stuff it completely full of uncomfortable super close seats and thus have a lower capacity

At the lower capacity, the plane can have less exits.
So the Max 9 airframe is built as standard to have all of the exits but if operated at lower capacity, some of the exits can be plugged and instead of a heavy door mechanism and the door taking up room in the cabin, a plug can be installed with a more standard window as well. So it becomes just another row.
So the base airframe is manufactured with that hole being there the whole time as you have as stated.
