They have it set to "roll" at a stop and it may have been slightly up hill to the light.

There are three settings for at a stop:
-Roll, which allows the car to move with the grade if the brake isn't pressed.
-Creep, which allows the car to move forward slowly if the brake isn't pressed.
-Hold, which keeps the car from moving at all until the accelerator is pressed.
S and X have only had Hold as an option for a year or so, since the last refresh, I think. Starting this year Hold will be the only option on the 3 and Y.
The roll and creep options were there to help ease ICE drivers into the change to EV by replicating the experience of manual and automatic transmissions.
