If they woke up tomorrow and cut every player on their team that would result in cap savings,

They would be 40 players short of the roster minimum and still 35 to 40 Million over the cap.

They've basically done the exact opposite of the Falcons and tried to delay the inevitable collapse, each year they restructure players and the following year is worse.
