When there's a threat of outbreak in the US, samples are flown by fighter jet to NY. I don't know if it would be that much more of a problem to put

your lab in a place that's a bit more isolated than Winnipeg. Obviously you couldn't put it in the far north because of winter travel issues, but Winnipeg has those issues too, just to a lesser extent.
