Two points: both these articles can be 100% correct simultaneously. And two, reading that, it sounds like the cop was baiting him for an arrest.

I don't really see why else he would say "I'm leaving, but if you want to keep yelling at me, come do it 'in public' so I can arrest you, dicknose."
