Prosecutors wouldn't prosecute. There are resisting arrest charges, obstructing justice, etc., but being a dick isn't a punishable offense on its own. Yes, they can make things miserable for you and there are judgment calls involved which is why he hasn't been reprimanded (and because that's not the issue that everyone has focused on just as Reagan's article said). They would lose this case.
