DTL: Recruiting timing. For ties (particularly in radars) do you like to place points early or wait until the last game of the cycle?

For maxed players, I assume when there are ties people are going to continue to max. It does happen that someone will drop off a maxed player, but I think it's rare. For those players I don't think it matters when in the cycle you place your points.
For radars do you like to put points early in the cycle or wait? For a 16 points tie would you want to put your points on a player you want to go after earlier in the cycle to stake your claim. The hope would be that the other ties would see someone is going after him and might use their points elsewhere. Or would you rather wait until the end of the cycle to not show your cards?
