Maybe, but I think you missed the point of my original question. If the Cash-for-clunkers deal applied to used cars too, I would have been looking at

a used car that would have cost me $1200 after the $4500 trade-in.
It seems that doesn't apply so I'm SOL there, but if it had been possible, I could have had a good, reliable used car for next to nothing.
