More roommate drama, suggestions welcome.

So my current roommate was supposed to be transferring from a community college to a UC this fall. His transfer papers got messed up and he's doing a 3rd year at the community college, even though he graduated with his 2 year degree already.
Another friend wants to rent the spare bedroom and I told him he could rent it after the current guy graduates. Oops. I feel bad, but I can't exactly kick the current guy out (and besides he gives me a check for the entire year on New Year's). Potential new roommate is making a stink over this, but I can't think of a good way to resolve it. Hinting that him acting like this doesn't make me want to rent to him in the future didn't work.
I know it's my house and I can rent to whoever I want, but it seems like there's always 2-3 people that want to live here and I only have 1 spare bedroom. Any suggestions on how to smooth this out?
