I think $2000 is the estimated cost to Giving Pies.

"Rasetarinera said Tesla reached out to her on Valentine's Day to place an order of 2,000 mini pies to be delivered the following Tuesday and Thursday which is short notice for the business."

It looks like Mini Pies go for $2.90 to $3.45 so Giving Pies was actually kind of being kind to Tesla and not quoting the gross amount of the cancelled order.
