I strongly suspect that's why he hasn't been used more.

I know you don't keep up with AEW, but there's a history here.
A few years ago, Flair had just made his first appearance on a Being the Elite segment. The Bucks were sitting at the same restaurant as Flair, who was drinking and talking at the bar. They were marking out.
Flair was obviously about to become a part of the programming alongside his son-in-law, Andrade. Right then is when the Dark Side of the Ring flight from Hell episode aired, making him a rare level of toxic, even by his standards.
So, any chance he had at AEW ended there. The current deal is actually an energy drink sponsorship. AEW gets paid to show the drink, and it's a package deal with Flair. But they all know what he is.
In the wake of the truth finally coming out about Vince, they're covering their bases with Flair. He's really only done something in the ring once since he's been there, and it was taking one sad bump.
Flair definitely looks and moves like someone who almost died a couple of times. Since Andrade is gone, it's made things easier. He'll appear a maximum of two more times, and that should be it.
The wrestlers still revere him, though, which is part of the problem for all these toxic people.
