Have a swear box.
Fine the trolls for comments that don't meet their code of conduct standards (whatever it is that week).
It doesn't prevent them from posting what they want as they still have their freedom of speech, it's jut not without consequence.
People who are being trolled with get the satisfaction of knowing it's going to hit their troll's wallets and Musk would be incentivised to actively go after trolls.
