It wasn't like this until the 70s. We had a mayor that wanted to speed up trash collection and decided to get rid of garbage pails/cans so sanitation -- (edited)

workers could quickly grab the bags and toss them into the truck without being slowed down by the pails/cans.
We ended up with faster collections but we also ended up with a massive rat problem we didn't have before and filthy streets.
Everyone loves to mention how we don't have alleys to store the pails. The solution was to have them out in front of the house/building. It's not an elegant solution but it's much better today with the storage options now available for the pails. Most buildings use a large box that holds the pails so they're not exposed to the elements, closed off from the rats and can easily be dragged out to the curb.

We made this problem and we can easily solve it.
