I was in the provincial government and it was actually a time of some rare nimbleness in the most earliest of days. For example....

....At 8:30pmish on March 11th, I asked the deputy minister for some financial information, expecting it by the end of the following day.
I was getting briefed with the minister at 10:00am and the Premier was seeing it by noon.
On Friday, March 13th, I was in the room when the decision to close the school system was made.
