Ken Buck was retiring, that was known. Rep Boebert announced a while ago that she was going to carpetbag to his seat, an R+13 district.

CO doesn't do special elections for Congress. Instead, a party convention decides the replacement. If the party picks someone other than Boebert (*PERHAPS* part of Buck's timing here) then Boebert would be running against an 'incumbent' Republican in her June 25 primary for the district.
