Definitely. It really looks like the game, not a little, exactly like the game.

The shots where they show the highway overpasses that have been broken are all over Fallout 3 and look exactly the same. The outside world when he's walking around looks exactly like it does in the game.
The movie was in production before the game was released so it's not likely they stole anything but it's very odd how similar the worlds look.
