Just because they're playing a longer game does not mean they are any less adversarial. It makes them more dangerous unlike Russia who still feels like they could sit at the conquer the world table.
The other 3 are not legitimate threats outside of their nukes. Russia can't beat Ukraine, a country 1/5th their population.
