With regards to failure: Same as it was with early Falcon 1s and the failed landing attempts of the early Falcon 9s

So if one tosses out time / material / cost, the development cycle is kind of like code.
Run it, see errors, correct errors and iterate, repeat until you've successfully landed 200+ Falcon 9's
As far as cost, that's the benefit of a private company.
...uh, and while not quite K'NEX, there's a whole assembly line of the Raptor engines and there's a number of Starships and First Stages in various stage of assembly in Texas
