When you're in relegation due to penalty that gets reduced...and you're no longer in relegation ... yes, let them escape.

the entire penalty was to not actually punish them to go down...but then they sucked so badly, they never actually got clear so they needed help.
The entire idea of a penalty during a season is bullshit anyhow. Especially 2/3 of the way through. Know what your target is prior to playing...
