EPL has already claimed that it's impossible to do the pre-season thing at this point of enforcement due to the difficulty of the accounting

and that they'll try to do better in the future cause supposedly then they'll only be looking at the most recent season and the previous two seasons will be well established numbers.
Hey, it could be worse and you'll love this one.
At one point, they announced that they couldn't be positive that they would have the investigation and penalty period done until May. Perhaps till AFTER the season was complete. So then a team could be safe or relegated on the last day of the season only for that to change after the season.
Heck, I guess there's still technically a chance given that they've only announced that Everton is the first two time PSR offender (Hey, I guess that's something that we can own) and not a penalty so we could go from 17 to 18 post season
