sounds like they needed to at least provide their passports to the ship for the excursion, and the ship dealt with all the customs and visa business. I imagine they could have gotten them back if they'd asked, but seems easier to just leave them.

but yeah, Norwegian's response was pretty much spot on. "they messed up, we followed procedure."
