Rock believed that it should be Reigns vs. him at WM. Since he's de facto in charge of WWE, they went with that. Then, the fans revolted and demanded Cody instead. So, Rock had to turn heel to cover up the previous misstep where he would have been the face against heel Reigns. It was a debacle that somehow turned out better because of all the fuck-ups.
