His "Bill's in the room" example is kind of odd. Without the apostrophe, is it a sentence with a verb? What's the verb?

I mean, we know what it is, because we infer the meaning. But when it's harder to find the verb, doesn't it make it harder to teach sentence structure to children and non-native speakers?
