Your town's running group looks pretty great. The Tuesday night workouts I think would help a lot.

You can run on your own of course and gradually increase your mileage from week to week and you'll improve. I find that the structured training runs I do with a group help immensely. They are workouts that I would never do on my own than really help get faster. We generally call our Tuesday night runs "speed work." Workouts like speed ladders, out and backs, intervals, etc. really help you develop strength and speed. And then a weekly long run gets you the endurance.
