I've said for years that they should charge for the carry-ons and make the checked bags free. It would smooth boarding and arguments over the bins. -- nm

What Swoop did (WestJet owned) was at the gate if you had a personal item, and a carry-on (that you had to pay for), they put a tag on the carry-on.

It's not a cost-saving measure for the airline. It's the major airlines trying to compete with the discount/ultra low-fare airlines:Flair, Spirit, etc -- nm

airfares are also *significantly* lower than they used to be. So the higher end experience is absolutely there if you want to pay for it. -- nm
